Book III follows power through paperwork, protocols, chain of custody, emergency decisions, and quiet bargains made while the clock is running. Amina and the institutions around her confront failing infrastructure, competing doctrines, public pressure, arrest lists, and records that can be poisoned without being visibly destroyed. The novel asks who can sign, who must obey, and what a country becomes when legitimacy itself can be edited while every office insists it is merely preserving continuity.
